Had this happen on a upgrade from 21.1 to 21.2. Reported Solutions:
A Reboot of the progressive controller then a reboot of the cabinet cleared it.
Also happened on an upgrade from 20.1.2 to 23.1 and had to auto-config using quickconfig.
Restarted progressive controller service from service controller menu.
