Two main issues here.
Libre player will go into Safe Mode when it has been power cycled 5 times in 15 minutes.
Content will not load if the USB is not formatted Fat32.
Disable Safe Mode
How to disable safe mode
It can be completely disabled by creating /storage/.config/safemode.disable
There needs to be a forware slash added to the middle section and in the blue section put the following line:
storage/.config/safemode.disable
Select OK and power cycle the media player.
Check USB Format
If you are having issues loading topper media to the Libre player, plug the usb into your laptop and look to see if it gives you an error like the one in the pic below. If it does you need to save the files to your laptop and reformat the drive, which didn’t work for us, or find a good working usb and add the topper content to it then try again.
Make sure to order a new topper content usb. There maybe a corrupt topper file on the old usb.

COreELEC has temporarily started in safe mode due to repeated Kodi crashes.
You may now investigate the cause of the crashes by enabling ssh or Samba.
