Had this happen on a upgrade from 21.1 to 21.2. A Reboot of the progressive controller then a reboot of the cabinet cleared it.

Also happened on an upgrade from 20.1.2 to 23.1 and had to auto-config using quickconfig.

There is no known resolution for subtilt #ProgressiveUpdateFailure
