Spectra Bootlooping and never loads the OS

Tracking two issues which look and act similar but have different solutions. Compare what you have with the videos/images below.

When software is the issue:

Past solution:

1. Logic box

2. Video card

3. Unplug network cable

4. NV Ram battery

5. Power Supply

6. Software

7. Class2 need to convert the game to 21.2 then back to 23.1

Failed to start Wait for Network to be Configured. Game will not ramclear

When the logic is the issue and needs to be replaced.

Two different issues:

Failed to start Create Volatile Files and Directories. Sec 'systenctl status systemd tmpfiles-setup.service' for details.

and

Tried swapping in known good: BIOS, IO Board, Working Software. Nothing changed. The logic will boot the CF to Ramclear and update firmware via NCFI tool.
